Paul Stelfox

Paul is an experienced senior leader in the water industry having worked in a variety of leadership roles across a number of customer services and operational teams at United Utilities.

Paul spent eight years leading operational teams within United Utilities’ wastewater business.  In 2013, he was appointed Commercial Strategy Manager, helping United Utilities to understand and prepare for the opening of the non-household market.  During this time, Paul was part of the Open Water Programme inputting into the development of the market codes and gaining an excellent understanding of the market structure and principles.

In his current role, Paul leads the Market Services function which gives him first-hand insight into the realities of operating in the non-household market and the opportunities that exist to ensure a successful market and provide excellent outcomes for business customers.

Paul has been actively involved in supporting the effective operation of the retail market.  He has been a member of the market Disputes Committee since 2017 and has also led on a number of important market code changes including the introduction of gap site and vacancy incentive schemes into the market codes.  Paul also champions excellent customer outcomes as vice-chair of the Retailer Wholesaler Group and as a member of the Code Change Committee.

Paul was appointed to the MOSL Board on 17 September 2022.
