Cyclic Read Skip Codes

Summary of this change

CPW162 seeks to mandate standard reasons for not providing an actual cyclic read ('skip code') and collect these in CMOS. This will provide a history of unsuccessful attempts to read meters and why they were unsuccessful. This may be used to inform efforts to resolve meter reading issues. 

The Code Change Committee recommended Ofwat approve this change on 10 February 2026. If approved by June 2026 this change will be implemented in the 7 December 2026 CMOS release.
