MPS18 & 19 clarification

Summary of this change

CPW147 seeks to clarify how successful and failed meter reads are counted for MPS 18 and MPS 19. This will clarify the incentive to provide regular meter reads on all meters and provide all customers with non-estimated bills and remove any perceived incentive for repetitive reading of easy-to-read meters which do not necessarily benefit settlement accuracy and don’t benefit customers.
