Anthony Pygram
Independent Code Change Committee Chair

Anthony has extensive regulatory and leadership experience, having worked in a variety of roles at two economic regulators, at a regulator of a profession, and in Whitehall.
Anthony was previously Director of Conduct and Enforcement at Ofgem. His responsibilities included identifying the need for, and putting in place, consumer-focussed changes to energy supply licences, as well as monitoring the performance of wholesale and retail companies, ensuring the quick resolution of problems, and, when necessary, taking enforcement action. During this time, Anthony was accountable for work including the development of Ofgem’s Consumer Vulnerability Strategy, and casework leading to fines, charitable donations, consumer compensation and redress worth £300 million.
Prior to this, Anthony was an Inquiry Director at the Competition Commission (now part of the Competition and Markets Authority). In this role he was responsible for the delivery of, and thought leadership on, investigations into mergers and markets. He led the investigation into the payment protection insurance market, as well as inquiries into mergers of companies in various service and manufacturing markets. Anthony previously worked in Whitehall, in areas including competition policy and nuclear non-proliferation policy.
Anthony became Chair of the Code Change Committee in March 2022. In this role he is focused on recommending changes to market rules that can help the industry become more competitive and innovative for the benefit of non-household water consumers.
Anthony is a Lay Member, and Alternate Chair, of the Regulatory Board of the Institute of Chartered Accountants of England and Wales. The board is responsible for ensuring the regulatory and disciplinary work of the ICAEW is carried out to a high standard, independently, objectively, and in the public interest. As Alternate Chair, Anthony chairs board meetings when legal services matters are discussed.
