Purpose
The purpose of the Strategic Panel includes:
- Transposing strategic directions set by Ofwat and Defra into actions and programmes of work for the Market Operator and its members in relation to the non-household water market
- Keeping the contents of the market codes under review, making recommendations on proposed changes and delegating powers to the Code Change Committee to carry these out
- Engaging with market stakeholders
- Working with MOSL to develop the scope and plan for market audits and reviewing audit findings
- Providing advice, recommendations and support to MOSL on market entry assurance and re-assurance
- Commenting on MOSL budget, services and charges
- Overseeing market performance
- Establishing the Disputes and Market Performance Committees.

In autumn 2023, the Panel published a updated set of priority market outcomes and areas of work for the market which focus on the areas that have the greatest impact on customers. The Panel sought feedback these at our 2023 Open Forum and on the back of this have continued to focus on creating value for stakeholders, excellent customer service and water efficiency. The Panel's Roadmap to a Flourishing Market published in September 2024 will largely replace the Panel’s Priorities document with the Panel’s principal workstreams and priorities being derived from the activities set out in the roadmap.
