Roadmap to a Flourishing Market
In September 2024, the Strategic Panel published its Roadmap to a Flourishing Market. Links to the roadmap and its appendices can be found at the bottom of this page.
The Roadmap sets out 34 actions the Panel believes needs to be delivered to improve how the business water market functions in order to deliver greater benefits for customers.
Ultimately the Roadmap aims to provide Ofwat with sufficient confidence that customers will remain protected and could benefit from a move to more self-regulation and increased competition. The approach to developing the roadmap was endorsed by Ofwat and Defra.
There are actions for Defra, Ofwat, the Strategic Panel, MOSL, CCW, wholesalers and retailers to deliver.
In September 2025, the Panel published its first annual roadmap update report. at the time, six actions were delivered and under review (green), 23 were on schedule (green), five were flagged as at risk of not being completed on time (amber), but no actions were red, i.e. not on schedule.
