MOSL Roadmap actions

MOSL has four actions (M1-M4) allocated to it in the Strategic Panel's Roadmap to a Flourishing Market. Find out how MOSL is progressing with these below. 

Each action is assigned a red, amber or green (RAG) status depending on its progress. The definition of the RAG status is as follows:

  • Green – on schedule, no concerns OR delivered and under review
  • Amberflagged because an issue has been encountered that may or may not delay the completion of the action
  • Red - delay or issue identified that is preventing delivery to schedule

M1. A reformed MPF appropriately incentivises wholesaler and retailer performance An effective Market Performance Framework (MPF) is in place which incentivises retailers and wholesalers to deliver positive customer outcomes and encourages them to take corrective measures to rectify poor performance

June 2025: Three metrics related to wholesaler performance went live on 1 April - M12- Premises and address accuracy, M18- Bilateral SLA performance and M15- Bilateral SLA lateness. On 23 June the performance reports for transfer reads (M04, M06 and M09) were released to trading parties. In mid-July the data on cyclic reads (M01, M02 M19) will be released. Key outcomes from consultation 5 included one (of three) proposed transfer meter read KPI changing to an additional metric.

 

April 2025: The business customer and retailer measure of experience (BR-MeX) incentive launched on 1 April 2025. The MPF shadow period will now begin in May instead of April, with the first reports available in June and July. The delay is due requirements gathering and feedback consideration taking longer than expected. Go-live will be delayed from November until between December and February 2026 to allow at least six months of performance reports during shadow.

M2. Basic Query tool on Open Water website Customers should be able to identify their retailers on the Open Water website

June 2025: MOSL expects to deliver the Customer Access to Retailer ID (CATRID) tool on the Open Water Website in August 2025. This action is flagged while the assigned resource confirms the successful delivery of the MPF metrics referenced in action M1.

 

April 2025: The Customer Access to Retailer ID (CATRID) tool is a Market Improvement Fund project to enable customers to identify their retailer via the Open Water website. Customers can do this by inputting their name, and/or address, supply point ID (SPID) or unique property reference number (UPRN). The tool will utilise information in the Central Market Operating System (CMOS). It will be in place from summer 2025.

M3. Create a data model for consumption benchmarking by market segment MOSL will establish the minimum standards by which customer consumption data is provided by retailers so a single source of truth for each segment and their associated consumption exists and can be compared against. This will allow the market to formally benchmark and monitor consumption.

June 2025: In the short term, MOSL is assessing the current state of customer data segmentation in the Central Market Operating System (CMOS), including the existence and accuracy of Standard Industrial Classification (SIC) codes. There will need to be a re-evaluation of whether SIC codes are the right classification system for the market, and if so, which variant should be used, how to manage inconsistencies (e.g. different SIC versions by year), and whether to propose new or custom codes. This work sits within the Strategic Data Programme and is currently scheduled for 2026. Learnings from water efficiency dashboard data already enriched with segmentation data will support this.

 

April 2025: Currently the only formal tool available is the COCOA schema which was delivered by the Market Improvement Fund (MIF) Project Discovery. Benchmarking remains a dependency of the sharing of granular data.

M4. Develop a smart settlement process MOSL to develop smart settlement so the capabilities of smart meters allow for supply side tariffs which are harmonised across regions and unlock opportunities for load shifting and demand side solutions to enable smarter use of water. MOSL will support this with a settlement sandbox in which wholesaler retailer pairings can explore the outcomes delivered by smart settlement.

June 2025: Further to the Settlement Strategy Position Paper outlined in the May 2025 update, MOSL is seeking market feedback and has formed a working group to develop the strategy. The first meeting of the Settlement Working Group is in early July and includes representation from Anglian Water, Business Stream, Castle Water, Pennon Water, United Utilities, Waterplus, Waterscan, Water2business, Wessex Water, Wave and Yorkshire Water. This will be presented to the Panel at their September meeting.

 

May 2025: MOSL has published a Settlement Strategy Position Paper and consultation. A working group will help establish a draft strategy to be consulted upon in autumn 2025 before being presented to the Strategic Panel. A final strategy is expected by the end of 2025/26 to be incorporated in MOSL’s future business plans. Separately, MOSL will model the impact of reducing the settlement schedule (currently 16 months) for customers with smart meters.
