Christina Blackwell
Strategic Panel - Customer Representative

Christina has over two decades of experience in the utility sector, including almost 20 years in the water industry, centred on competitive market activities and retail services for business customers.
She joined the Consumer Council for Water (CCW) in 2009 to influence the development of the non-household water retail market on behalf of customers. Christina now leads the Business Customer Team, developing policy based on robust evidence from both industry complaints and those received by CCW, customer research, and direct contact with businesses and their representative organisations. She recently led the delivery of CCW’s review of business customers’ experience of the water retail market, setting out strategic recommendations to improve the market for businesses.
Christina has been the customer representative on the Code Change Committee and the Metering Committee since their inception, helping to ensure that the needs of business customers are at the forefront of water retail market recommended changes.
Prior to joining the consumer body, Christina worked for Severn Trent Water and Ofwat. She was a member of the industry regulator’s Competition Team that helped oversee the introduction of the first stage of retail competition in the water sector in 2005.
