The Panel Nominations Committee (PNC), which oversees the selection and appointment of Strategic Panel members, invited trading parties to nominate candidates for vacancies on the Strategic Panel: two retailer positions and one wholesaler position. These appointments took effect from 1 March 2026, following the conclusion of three members’ terms. The original recruitment timetable is outlined below.
The initial nomination window closed on 21 November 2025, during which the PNC received four retailer nominations but no applications for the wholesaler position. On 1 December 2025, the PNC met to review the retailer nominations and agreed to progress all candidates to interview. Full details of these nominees are provided below.
To address the lack of wholesaler nominations, the PNC launched a second recruitment round for the wholesaler vacancy. This nomination window opened at 8am on Tuesday 9 December 2025 and closed at 6pm on Wednesday 31 December 2025. The updated timetable is included below.
Following the closure of this second window, one wholesaler nomination was received. Details of this nominee are available below. The PNC met on 9 January 2026 to review the nomination and decided to progress the candidate to the next stage of the selection process.
Interviews for all shortlisted candidates took place in person in London on 28 and 29 January 2026. After interviews, the PNC reconvened to confirm preferred candidates for appointment. The appointment decisions can be found below.
PNC Decision
The Panel Nominations Committee (PNC) have appointed the following Strategic Panel members:
- Jo Dow (Business Stream) - Retailer (re-appointed)
- Ken Main (Wave Utilities) - Retailer
- Emily Jerrome (South Staffordshire Water) - Wholesaler
The two year term of office for the above members commenced on 1 March 2026.

Appointment
Appointment as a Strategic Panel Member is conditional upon receipt of:
- A confirmation letter from the nominee that they are prepared to stand as a Strategic Panel Member
- A release letter from their employer recognising their obligations as a Strategic Panel Member may override their obligations as an employee.
