In March 2023, MOSL issued its Annual Trading Party Survey seeking feedback from trading parties on the delivery of our core services.

As part of the survey process, we identify common themes in areas of improvement as well as specific quick wins, to improve the way our services and systems are accessed and used. We also work with our members to provide clarity and support them in their understanding of processes, codes, and services.

We need trading party feedback to identify areas of improvement, which we then work through internally to create solutions or service enhancements.

Below highlights some of the key themes raised in the survey and the steps we have taken to drive improvement in a number of areas or provide clarity on the processes themselves.

 

Settlement Reports

You said: Settlement reports are published at different times. Can MOSL commit to a time of delivery for settlement runs? 

We did: We provided clarity to several trading parties that raised this issue. Although we regularly produce these reports early in the day, Section 2.3.1 of the Code Subsidiary Document CSD0201 sets out the timeline in business days for each of the Settlement Reports. The Wholesale Contract Schedule 1 (page 18) provides the definition of a Business Day as anytime between 8am – 6pm. We often publish the reports early when they are ready to go, but cannot commit to an earlier time in the day in case there are any issues when publishing. As long as we publish before 6pm we are meeting our obligation under the codes. We recommend that trading parties plan in resource to review the morning after the publication date to avoid any frustration waiting for the reports to be published prior to the 6pm deadline.

 

Market Performance Reports

You said: The lagging of Market Performance Standards (MPS) reports does not provide a true representation of trading party performance within a reasonable timescale. 

We did: We provided clarity to several trading parties that raised this issue. MPS data is not available until the 16th business day and due to the nature of some of the calculations, it is not possible to provide this sooner. Whilst it is possible to update Bilateral Operational Performance Standards (OPS) data sooner, we report all the performance data at the same time for efficiency.  

 

Holistic Reporting

You said: The market has moved to new holistic reporting but sometimes no context provided to support the measures in place. 

We did: The metrics measured within the holistic charts can be found in the Introduction to Holistic Comparison Reports.

Over the year we have been moving towards absolute targets within these dashboards. The expected targets and how these affect performance rectification are explained in the Using Holistic Reporting to Drive Escalation Decisions document. 

We will also be reviewing the RAG status of the charts when an absolute target is in place to reflect the changes.  

 

Audit

You said: We would like more transparency on the audit areas chosen and any key outputs from the audits.  

We did: We use the MOSL risk register when planning audits for the year ahead. This ensures we focus on those areas presenting highest risk to the market that may need addressing. In response to trading party feedback, we will be publishing the audit calendar on the Calendar page of our website. This will provide visibility of which audits are taking place and when. We will also look to better promote the audit activities and outputs through our regular communications channels, including Market Focus and social media.

 

Central Market Operating System (CMOS):

You said: Can MOSL systems process a high-level of transactions over the weekend for trading parties, as opposed to being spread out during the week? 

Did you know: Trading parties can submit a maximum of 4,000/hour HVI (High Volume Interface) transactions from 8am to 6pm (6,000/hour between 6pm and 12am and 3:30am to 8am). They can also submit 5,000 /TP/month of MVI (Medium Volume Interface) transactions and are able to submit further batches at the same time, these will be processed in order. Please note, larger volumes than 5,000 transactions/month still need to be communicated in advance for acceptance and planning. Medium Volume Interface

 You said: The limit of 5,000 transactions for the Medium Volume Interface (MVI) can be restrictive in scenarios where large transactions are required

We did: The MVI was created to support trading parties in submitting larger volumes of a specific transaction in one batch, for example, submitting a meter reading for several meters in one go. Trading parties may not know that we can accept larger volumes if these are communicated in advance for acceptance and planning. Just raise a query through My MOSL to IT Support.

 

Strategic Panel and its Committees

You asked: We would like more transparency of what is discussed at Strategic Panel and its sub committees

We did: All Strategic Panel and Committee meeting papers and minutes are published on the MOSL website. We also communicate outputs from these meetings regularly via our communications channels. Just search for the group or forum you want to find out more about. We are currently looking to improve the information on these pages, ensuring agendas are uploaded early and content is accessible.

 

My MOSL

You said: It would be great if contract managers could view all queries raised within their businesses.  

We did: At the end of June we deployed new functionality enabling Contract Managers to view all tickets raised by their organisation and respond and/or update tickets directly. We are continuing to work on further enhancements to My MOSL such as the capability for Contract Managers to manage users for their organisation, including who has access, visibility of all queries and adding new or amending/removing existing users. We will communicate more over the coming weeks. 

 

Website

You said: It is still difficult to locate information through the search toolbar. 

 We did: We have been working hard to improve this service and have trialed several options that have not met our requirements or provided the level of improve we want to provide for trading parties. We have recently tested a search plug in that we think greatly enhances the website’s search functionality and look forward to launching it in the coming weeks.
