Following consultation with trading parties, MOSL has published its 2025-28 Business Plan for member voting.
We received 24 responses to the consultation – 13 wholesalers/NAVs,10 retailers and CCW. Overall, the majority of respondents (91%) were supportive of the level of Market Operator (MO) charges and focus areas of our plan.
We also consulted specifically on the inclusion of a new Strategic Data Programme to tackle the root causes of poor data entering the market. 67% of respondents were supportive of the programme, with a further three (12%) ‘supportive in principle’ but wanting more detail on the scope and desired outcomes.
Noting the overall support for the Strategic Data Programme we have incorporated it into our business plan and budget. This change adds 2% to our proposed MO charges, which will now increase by 1% compared to 2024/25 (previously a 1% reduction in our draft plan).
Our total spend budget for 2025/26 is £14,045k. £13,700k will be funded through MO charges with £345k funded from reserves.
Further changes we have made to the final plan include:
- Strategic Data Programme – Based on overall trading party support we have incorporated the Strategic Data Programme into the core business plan. We have also added more detail on the scope and focus areas for the programme and added in an additional governance step for the Steering Group to approve the Project Initiation Document and budget ahead of any spend.
- Water efficiency – We have included further information as to how water efficiency is a core part of a number of our improvement programmes (particularly Strategic Metering Review).
- Open Data – We have included greater clarity on how we will work with Ofwat to define Open Data, aligned to the commitment in Ofwat’s Forward Programme for 2025/26.
- Data Sharing Mechanism – We have provided further assurance on the funding provision for the development of the Data Sharing Mechanism.
- Settlement Strategy – We have added specific reference to the post RF process as part of work to support the RWG on the Settlement Strategy.
- Phasing for MPF Reform - We have updated the forecast for the phasing of spend on MPF Reform. As this will be funded from reserves, it does not impact our MO charges or overall budget for MPF Reform.
