Today, MOSL has published its first Quarterly Report on performance against its key performance indicators (KPIs) and improvement programmes for 2023/24.
The reports show stable performance across our four core services, and at the end of Q1, each of our programmes has reached roughly a quarter of the way through the work planned for this financial year.
For our Modernisation of Systems project, however, this financial year has focused on the rehost of CMOS to Azure as stated in our 2023-26 Business Plan, with this work planned for Q1 and Q2 of the financial year. Due to the shorter duration of this project, it has achieved a higher percentage of milestones when compared to our year-long business plan commitments.
Key deliverables in this quarter include:
- Bilateral Transactions Programme: We successfully launched Phase 7 of the programme in June, adding the ‘allowances and adjustments’ (H1) bilateral process to the central hub and progressing future phases ahead of schedule
- Data Cleanse Service: We established the programme governance structure, including a working group and steering group. We also appointed data consultancy Sagacity, who will work with us to undertake the Data Quality Assessment.
- Market Performance Framework (MPF) Reform Programme: The Strategic Panel approved the Outline Business Case, which was published in June. Work is currently underway to define and consult on proposals for the MPF’s component parts, including activities, metrics, tools and governance.
- Strategic Metering Review: We published guidance on responsibilities for managing meter chamber debris to help provide clarity on roles and responsibilities. We published the Interim Metering Strategy in April, following Strategic Panel approval, and began work to develop the detailed metering strategy, which will be published in autumn
- Modernisation of Market Systems: We continued work to rehost the Central Market Operating System (CMOS) and successfully established the test and development stages in Microsoft Azure.

The programme seeks to identify and implement a programme of metering-related improvement initiatives, with a focus on accurate and timely consumption data. A series of animations published recently explains the metering challenge and work of the Strategic Metering Programme.
