MOSL has just published its Quarterly Report for the second quarter of this financial year. The report features an overview of our performance against our key performance indicators (KPIs) and improvement programmes for 2023/24. 

The report shows stable performance across our four core services. At the end of Q2, our improvement programmes are showing approximately 50% delivered based on business plan commitments for 2023/24.  

Key deliverables this quarter include:

  • Bilateral Transactions Programme: We successfully launched Phase 8 (CPW139b) into the Bilateral hub. This release saw two new processes introduced to the hub: C4 (Identified Missing Service Components), allowing trading parties to request the addition of service components to a supply point; and C7 (Supply Point Address Amendment), which allows trading parties to request the verification of address details for a supply point.
  • Data Cleanse Service: We initiated Phase 2 of the non-eligibility pilot, working with Sagacity to identify potential household supply points that should be removed from the market.
  • Market Performance Framework (MPF) Reform: We completed the third consultation on the MPF’s proposed model to inform the future framework’s component parts, including activities, metrics, tools and levels of governance.

Following a review of improvement programme timelines, we rescheduled four milestones to later in the financial year. One milestone still scheduled for Q2 for the Strategic Metering Review was categorised as ‘missed’; however, at the time of publication of this report, this milestone has been completed in Q3.

At the end of Q1, we undertook a review of our Modernisation of Market Systems programme to look at the programme timeline and milestones. This provided more detailed milestones for us to report against, resulting in the completion rate for this programme dropping from 75% in Q1 to 64% in Q2. As part of our commitment to continuous improvement and transparency, we regularly review our programme deliverables and will report any changes to completion rates or milestones. Whilst the rehost of the Central Market Operating System (CMOS) has been delayed pending final testing, we still aim to complete the migration to Microsoft Azure by the end of Q3.
