As the market operator for the business retail market, MOSL welcomes the comprehensive package of reforms outlined in Defra’s White Paper. The business retail market forms an integral part of the wider water sector. The proposed measures represent an opportunity to strengthen outcomes for business customers and the environment alike, building on key themes in the Independent Water Commission final report.

Recommendations to incentivise the adoption of water efficiency initiatives, drive water reuse and rainwater management, support economic growth, and oversee the successful rollout of smart water metering are all positive steps. These initiatives will deliver tangible benefits to business customers, who will play a critical role in their successful implementation.

We welcome the proposed revisions to tariff structures, in particular, the phasing out of falling block tariffs by April 2026. We agree that this will lead to fairer pricing structures and encourage more responsible water usage.

MOSL also welcomes Defra’s proposals to implement a robust Supplier of Last Resort arrangement through legislation — a measure we have consistently advocated — as well as the introduction of a customer journey group with a specific focus on business customers.

We will continue to work closely with Defra and the regulator as these proposals develop further through the publication of the Transition Plan, ensuring engagement at the appropriate time and level. In addition, we look forward to working with the new regulator, once appointments are confirmed, to support a smooth and effective transition across all aspects of the business retail market.
