MOSL announces appointment of Philip Marsden as a new Independent Non-Executive Director of the MOSL Board
MOSL is pleased to announce the appointment of Philip Marsden as its new Independent Non-Executive Director of the MOSL Board. Philip joins MOSL with over thirty years of experience enforcing or advising on competition law, and devising new regulatory frameworks. His current portfolio includes academic, government and private sector roles.
Philip is currently Deputy Chair of the Bank of England’s Enforcement Decision Making Committee, and case decisionmaker at the Financial Conduct Authority (FCA) Regulatory Decisions Committee, the Payment Systems Regulator and OFGEM. He is also Professor of Law and Economics at the College of Europe, Bruges, teaching core Masters in Law.
In 2018, the Chancellor appointed Philip to the Treasury’s Digital Competition Experts Panel, writing the ‘Furman Review: Unlocking Digital Competition’. In 2019, he was appointed to the government’s Open Finance Advisory Group, advising the FCA on how to extend Open Banking to other regulated sectors.
He is also a Non-Executive Director of the Guernsey Competition and Regulatory Authority, responsible for energy, telecoms and competition, Counsel to IMAGINE, which implements collaborative sustainability initiatives among large businesses and also advises governments on agency effectiveness and ‘best practices’ for the Organisation for Economic Cooperation and Development (OECD), United Nations (UN), and World Bank.
Philip was also a member of Ofwat’s Case Committee, and the Ofwat Future Regulation Advisory Panel.
In appointing Philip, MOSL Chair, Anne Heal, said “We are delighted to welcome Philip to the MOSL Board. His extensive experience of regulated industries and his policy and governance expertise across a broad range of sectors will continue to strengthen the MOSL Board. His wide-ranging portfolio of Board, advisory and enforcement roles mean he is well placed to support the organisation, and in turn, the wider market, as we look at lessons learnt from COVID-19, how the market is developing and functioning, and as we begin the delivery of our 2021-24 Business Plan.”
Philip will take up his position on 1 April 2021. In his capacity as Independent Non-Executive Director, he will also take over as Chair of the Remuneration Committee from November 2021.

Philip earned his doctorate in law from the University of Oxford
His past roles include: Member of the Board of the Office of Fair Trading, then Inquiry Chair at the Competition and Markets Authority (CMA), where he decided on Phase II mergers, market investigations and antitrust. He was also a Board member of the Channel Islands Competition and Regulatory Authorities, deciding on energy, telecoms and ports regulation and competition cases. He was a member of the Legal Services Consumer Panel and has consulted for both Which? and Consumers’ International. Earlier, he worked at law firms in Toronto, Tokyo and London, at the Canadian Competition Bureau and was Senior Research Fellow at the British Institute of International and Comparative Law.
