MOSL has responded to Ofwat's second consultation on scoping the £100 million water efficiency fund for PR24 (2025-30). 

It proposes allocating £75m of this to a five year water efficiency campaign aimed at households and businesses. The remaining £25m would be made available to an annual fund for projects to improve delivery of water efficiency.

In our response we said:

  • MOSL supports the two-stream approach to both raise awareness and help deliver action. Our experience of water efficiency as operator of the business water market has highlighted that action in both areas is key. 
  • We have previously called for a national awareness campaign around water security from Defra, and for this to include businesses as well as households. We do however support the proposal for a smart energy GB type delivery body. We think this could help streamline delivery whilst still allowing the campaign to illustrate it has the backing of Ofwat and Defra. 
  • We believe it is important retailers are factored in as they are a key delivery partner for water efficiency messaging and urge Ofwat to consider retailers or their representatives being on the board of the delivery body 
  • MOSL is comfortable with the proposed arrangements for the transfer of funds via MOSL being replicated from the Ofwat innovation fund. We are working on the assumption the volume of payments would be similar to those under current innovation fund as if they are at a much greater scale we would need to consider resourcing and processing implications.
