MOSL has published its response to Ofwat’s Forward Programme for 2025-26 focused on the areas that will have the biggest impact to the business water market.

Overall, we support Ofwat’s vision for a secure and sustainable water sector and encourage the regulator to continue its focus on the long-term impact of regulation change.

Key highlights include:

  • Price protections: We welcome Ofwat’s commitment to consult on the price protections applying to business customers. This represents an opportunity for Ofwat to explore how the market can promote greater self-regulation in the interests of competition and choice.
  • Credit and Collateral Arrangements: We welcome the review of the Credit and Collateral Arrangements applying to the market and support any reviews that can lead to improved efficiency and operation of the market for participants and their customers.
  • Open Data: We welcome Ofwat’s commitment to “further develop and deliver [its] regulatory approach to open data to drive improved open data maturity across the sector”. We have been calling for greater clarity in this area since Ofwat published its H2Open Data report in 2021. This is of even greater importance now as water companies roll out smart meters which will result in a step change in the volume of consumption data that is available.
  • Greater coordination of smart metering: We welcome a new workstream to provide greater co-ordination of smart metering. We encourage Ofwat to engage with MOSL and these groups to ensure we are not creating an additional workstream that will duplicate work or create silos.
