The Strategic Panel has today published its first Annual Report for 2022/23. The report sets out the progress the Panel has made towards the delivery of its priority market outcomes, which was first published in September 2022.
The Panel is committed to transparency. The report sets out the areas the Panel has sought to drive positive change in the non-household water market and provide strategic direction to its committees and their programmes of work.
Notable achievements in 2022/23 include:
- Responses to Ofwat’s draft price control methodology and Retail Exit Code review
- Development and publication of the non-household Interim Metering Strategy
- A joint Customer Synthesis report commissioned with CCW
- A review of the Disputes process
- A review of the Code Change Mechanism
The report also outlines the findings of an internal Effectiveness Review, including recommendations for improvements, as well as the Panel’s total costs for 2022/23 (as part of MOSL’s annual budget). The costs provide visibility to stakeholders on the costs of running the Panel, its committees, and its work plans throughout the year.
Trisha McAuley, Independent Chair of the Strategic Panel, said “As the non-household water market’s most senior industry group, it is essential that we are effective and deliver value for market participants and their customers.
Throughout this year we have maintained a relentless focus on truly understanding the root causes of issues in the market. We have actively listened to trading parties, stakeholders and, importantly, customers, and concentrated on the priorities that will have the most significant impact on delivering a successful and sustainable market for current and future customers.
I am pleased that the majority (88%) of those who responded to our first annual survey felt that we are a respected voice in the market and have made an impact in our first full year since being established. We recognise, however, that more work is needed for the market to operate in a way that delivers value to participants, all customers, and the environment.
I look forward to our continued close working with stakeholders as we progress with a more focused work programme for 2024/25 and beyond.”
An updated priorities document has been published to accompany the publication of the Annual Report, as well as a summary and the fully annonymised responses to the Strategic Panel Survey issued at the end of July.
