On 6 September, the Strategic Panel, the non-household market’s most senior industry group, set out its finalised priorities and market outcomes following a market-wide consultation.
The role of the Strategic Panel, which is independent of both MOSL and Ofwat, is to promote, challenge, and lead the operation and the evolution of the market for the benefit of current and future non-household customers. The Panel’s overarching priority is a market that delivers sustainable economic growth in its widest sense, creating social, economic, and environmental value for customers, market participants, society, and the environment. Its strategic outcomes - value creation, excellent customer service, and water efficiency - are core to achieving this. You can find the document here.
The Strategic Panel has set out the work to achieve these outcomes under five priorities:
- Get the money right
- Get the basics right
- Get the incentives right
- Water efficiency
- Innovation
Independent Chair Trisha McAuley said: “We have listened to what stakeholders said in setting out the final priorities. There was broad support for what we are trying to do. We are five years in and what we’ve heard is fundamental change is needed. The Panel agrees, which is why we’ve set out the ambition at the level that we have.”
“It is important that we continue to hear from, and listen to, stakeholders. We consulted in May and June and the Strategic Panel deliberated on this feedback at its meeting in July. We recognise that there is a lot of work ongoing, and more needs to be done, but unlocking future value for customers remains our priority.”
The document sets the direction that the Strategic Panel wants the market to take and the Panel’s priority areas over the next three years. It will be reviewed again in 2023.
To support the publication of the priorities and market outcomes, the Panel has produced a publication note which includes a summary of the changes made to the document and links to consultation responses as appendices.
Alongside finalising the priorities, the Strategic Panel has begun several of the workstreams and has submitted a response to Ofwat’s consultation on the draft methodology for the 2024 price control for wholesalers (PR24), which will be published on MOSL’s website next week. A response to the consultation on the review of the Retail Exit Code (REC) is also being developed ahead of the 14 October submission deadline.
