Smart Meter Read Hub Project Progress

 

Aim

This project aims to help trading parties maximise the benefits of smart metering by making it easier for wholesalers and retailers to share smart meter read data efficiently and consistently via a central smart meter read hub.

The project is being delivered in two phases. Phase 1 will see the hub delivered by Spring 2026. In Phase 2, the hub will be connected to the central market operating system, allowing retailers to select and enter meter read(s) directly into CMOS for billing and settlement purposes.

Phase 2 is due to be delivered in Summer 2026 and go live in December 2026 to align with the approval of changes to the market codes and updates to CMOS. Use of the hub will also become mandatory from this point.

March 2024

  • Strategic Panel’s National Metering Strategy identifies a lack of a consistent approach to sharing smart meter read data in the business retail market and tasks MOSL to work with the Metering Committee to consider options and bring forward recommendations.

April - June 2025

  • Development of Full Business Case
  • RFI/RFP process to determine delivery partner
  • Mobilisation of MOSL team

June 2025

  • The business case for a smart meter read hub was approved by the Strategic Panel.

July - September 2025

  • High-level requirements gathering and feedback with trading party members of Advisory Forum (5 meetings)
  • Engagement with Metering Committee
  • Start of Phase 1 development (due to complete in December)
  • Invitation and appointment of trading party volunteers to form the Steering Group

October 2025

  • Establishment of Working Group to support drafting of market codes (CPM064 & CPW165) for Phase 2 delivery
