Metering Programme
At the MOSL CEO Forum in 2019, trading parties raised concerns about the performance of metering assets and metering processes in the non-household market.
Metering was identified as a the root cause of a number of issues in the market affecting customer service, the accuracy of customers' bills, trading party frictions and the take up of water efficiency measures.
This led to the creation of the 'Strategic Metering Review', which aimed to identify and implement a programme of metering-related improvement initiatives, with a focus on accurate and timely consumption data.
The review was led by MOSL, working closely with members of the Metering Committee, with the support of the Strategic Panel and wider market. MOSL also worked with others stakeholders, including Defra, Ofwat, CCW and the Retailer Wholesaler Group (RWG).
The Review led to the identification of a number of strategic programmes, which are being delivered by dedicated teams. The Metering Programme continues to be responsible for delivering ongoing meter-related improvement projects (see below):

Metering Programme
The Metering Programme considers the operational aspects of metering in the non-household market, including:
- How and where meters are installed
- Locating meters
- Reading meters
- Meter age and health
- Data flow and analysis
- Settlement and billing
- Improving operational communications

Key outputs for 2025/26 included:
- Sharing smart meter read data - interim guidance
- Smart meter rollout dashboards
- Estimated transfer reads (code change CPW159)
- Improving 'no flow' reporting
- Standardising 'skip codes' (CPW162)

- Updated National Metering Strategy
- Merging RWG and Metering Committee logger guidance
- Improved metering dashboard
